Rinse rice and moong dal together under running water until water runs clear, then drain.
Heat oil in a pressure cooker or thick-bottomed pan. Add cumin seeds and let them splutter.
Add finely chopped onion and sauté for 2-3 minutes until soft.
Add ginger and green chili, sauté for 1 minute.
Add chopped tomato, turmeric powder, and a pinch of salt. Cook until tomato softens, about 2 minutes.
Add rinsed rice and dal to the pan. Stir well to combine with the spices.
Pour in water and salt (to taste). Mix well and bring to a gentle boil.
Cover and cook on low-medium heat for 15 minutes (or pressure cook for 3 whistles) until rice and dal are soft and mushy.
Let pressure release naturally if using a cooker. Open the lid, stir gently, and adjust consistency with a little hot water if needed.
Garnish with chopped coriander leaves before serving.
